It is now completely over-developed too much concrete and has merged with the ugly new town of Nesebar to the south the old town is very nice -- if you can get into it in summer, which can be a serious challenge due to the sheer numbers of tourists who are so bored by their third night, they would gladly kill small defenceless animals to get a couple of minutes of culture and the ugly concrete jungle of Sveti Vlas to the north.
Prices are outrageous by Bulgarian standards times higher than off-resort and medium to high by world standards equal to Italy and Spain and a tad -- but only a tad -- under the South of France; much higher than Croatia and many smaller Italian resorts. Restaurants tend to be especially bad, with samey and badly cooked food, poor service, and rip-off high prices. Beware fake "Indian", "Tex-Mex" or other "ethnic" restaurants: they serve warmed-over food from non-ethnic restaurants Unwary foreigners are the targets of scams involving moneychanging, property sales, child adoption rackets, taxi rip-offs, prostitution rackets and diverse confidence tricks, and tend to get very poor service in any establishment.
Driving standards are dire due to too many drunk youths driving cheap hire cars and bikes. The police on the resort are especially corrupt and are entirely unlikely to be of any help in a fight, mugging, motor accident, food poisoning, taxi rip-offs, or any of the assorted other calamities extremely likely to befall you amid drunken crowds. Night life is amazingly boring, with plenty of Euro-Trash and Chalga drink-discos and few if any proper gigs or much of anything else.
It clearly used to be a family resort but is now more like a very downmarket Ibiza without the pretty parts, or like Torremolinos, say. But all three are six-of-one-half-dozen-of-the-other Bulgaria has much better summertime places to offer than these sleazy rip-off resorts.
North of Sunny Beach and north of Emine Cape are some pleasant towns you might care to explore beware the driving, though! Ditto south of Burgas; ditto Sveti Konstantin just north of Varna a bit more of a family resort and ditto places well north of Varna and of Albena. As far as i understand from what you trying to point out , just like so many other summer destinations, Sunny beach and surroundings are also flithy because of the human hand.
